How are Comprehensive Plans used?

The City uses the Comprehensive Plan as a policy guide for big-picture decisions including, but not limited to: re-zoning or land use classification map changes, infrastructure investments, and coordination with agencies regarding annexation or community health.

The Citizens use comprehensive plans to protect the qualities that make them care about their community, such as open space, views, and historical character. By participating in the creation of the plan, citizens can be a part of the planning process and help decide on the priorities of the City (i.e. tourism, location and intensity of future development).

Property owners and developers use the comprehensive plan as a guide to predict what uses could occur both on and near their properties, allowing them to make informed land-use planning decisions.
